Triangle are the social enterprise behind the Outcomes Star™, a family of innovative evidence-based scaling tools that both support and measure change. Designed for use in frontline services working one-to-one with services users, there are over 30 different versions tailored to specific sectors and co-created with service and service users.

Stars are completed collaboratively with service users as an integral part of support work and action planning. Each Star looks at key outcome areas, and breaks each area down into a 5-stage Journey of Change. Completing the Star over time provides meaningful distance-travelled outcomes data at individual, keyworker and organisational levels.

Outcomes Stars can provide ready-made, evidence-based solutions for defining and measuring ‘Short Term Outcomes’ in an Impact Management Framework as well as supporting with other areas. To use the Star, services must train and licence members of staff. Triangle offer a number of options and provide support to implement the Star well.

Case study 1: Family Action

Back in 2010, Family Action was looking for a tool that would demonstrate the difference that their work made to families. At the same time they wanted the process of measuring their impact to also be useful and engaging for staff, commissioners and the families they worked with.

Following two small pilots in Wandsworth, awareness of the benefits of the Family Star grew and in September 2010 it was adopted by the senior management team as a key impact management tool. Triangle trained and licensed members of staff to run Outcomes Star training internally, and integrated the Star into its working systems and Safeguarding Standards.

A key benefit of the Star was that it measured intermediary, short-term outcomes - the distance travelled towards meeting high level outcomes often specified in Payments by Results. It also ensured the family was put at the centre of their work, creating more engagement with parents and more targeted change programmes.

The outcomes data collected by the Star has fed into independent evaluations which demonstrated that “Star data helps to identify where families were struggling most” (York Consulting 2013.) Using the Star Online to record all Star data has meant that Family Action can benchmark service performance across similar services.

Case study 2: St Basil's

West Midlands-based charity St Basils provide direct access services and long-term supported housing to 16-25 year olds. They introduced the Outcomes Star for two reasons – to demonstrate to funders that it was delivering an effective service, but also to support their workers in working holistically with young people and in giving a young people a say in what their future is going to be.

Following pilots in long-stay services and day services, keyworkers and young people were enthusiastic about the Star and how simple it was to use. 120 staff were trained by Triangle, the charity use the Star Online to access Star resources and record Star data, and one of Triangle’s Star implementation experts provided consultancy support.

Using the Star Online means managers can pull off the reports they need, as well as reporting on individual service users and caseloads for use as a supervision tool. One of the biggest benefits of the Star for St Basils has been how it supports smart, structured, targeted action planning. Because the Journey of Change breaks down change into manageable steps, it helps to identify what next steps can be and to recognise when key milestones are being achieved.

The quality and effectiveness of St Basils services is evident – in the last review by the Supporting People programme, St Basils scored straight As across all five sections.

Case study 3: Loretto Care

Triangle began working with Loretto Care in 2014, training and licensing staff to use a range of Outcomes Stars across their services. In 2016 it was identified that while the original Outcomes Star for Homelessness is useful in supporting vulnerable service users with multiple and high support needs, it does not work as well with service users with more general needs in both private and social housing.

With the reduction in Supporting People funding and the impact of Universal Credit, housing associations are now providing more support to tenants. Triangle worked with Loretto Care to create a shorter, lighter-touch version of the Outcomes Star, called the Tenancy Star, that would cover less areas than the Star and be less intensive to complete. In collaboration with Loretto Care, the outcome areas were identified and the Journey of Change was defined, before being piloted and tested for over 6 months.

The final Tenancy Star was published in June 2017. Loretto Care now have a 3 year agreement in place with Triangle covering implementation support, the use of the Star Online for more than 200 staff, and licensed Star training within the organisation. Loretto have contributed a new, innovative tool to the housing sector as a whole, as well as equipping their housing support officers to work in a person-centred, outcomes focused way and capture meaningful outcomes data.
