AVCT is a Development Trust serving disadvantaged communities in North Liverpool. The Trust has grown rapidly and delivers a range of services including adult education, training and employment readiness, health and wellbeing, sports and leisure, and library services. AVCT were reliant on anecdotal evidence of impact created through delivery or outputs. Support was needed to develop an outcome framework and embed new impact management infrastructure and skills to be able to manage performance and maximise impact long-term.

Our support included gap analysis using historical performance, collating and reviewing existing performance data; development of an Outcome Framework; working with the senior management team to better understand the model and developing a Theory of Change. We supported AVCT to develop a bespoke data management system to collate and manage data. This included trialling different management systems and processes. The business plan was reviewed with a focus on how AVCT identifies and delivers its impacts. Key staff were trained in the new data collection methodology. The support has enabled AVCT to implement impact management systems and use this to consider how services are delivered in the future.

The work provided a basis for a Skills Funding Agency application of £100k for traineeships, and basis for social investment of £500k for capital expansion of college facilities.

Case study 2: Growing Well

Sector:

  • Mental health & wellbeing

Focus of project:

  • Developing impact plans

  • Data management & analysis
  • Leadership development
  • Culture change
  • Building impact measurement tools

Growing Well is a farm based mental health charity supporting people in recovery from mental health problems by providing practical, vocational activities and training in a structured work environment. Growing Well recognised they needed to better understand the commissioning processes and priorities of new contracting agencies and to ensure that its social value proposition and impact management processes were fit for purpose. Our support was to help drive improvements in service delivery to enable them to allocate resource to activities generating strong outcomes and longer-term impacts.

We worked with directors and the SMT to establish development needs; and evaluated how fit for purpose the existing evaluation and monitoring systems were. We researched health sector priorities and commissioning frameworks. We undertook analysis of software systems and existing continuous improvement systems. We benchmarked against other mental health services providers. We reviewed external evidence and developed a new outcomes framework, assessing different monitoring techniques against commissioner requirements and supported embedding of this in the organisation through staff training and board development.

The support led to redefining the organisations operational structure and improvements to performance management/systems. New ways of working were embedded leading to a £95k contract with Cumbria CCG, with a forward plan to approach North Lancashire CCG as part of expansion.

The Reader is an award-winning social enterprise working across the UK to connect people with great literature and each other to achieve personal social impacts through its unique shared reading model. The Reader had successfully delivered a pilot contract with Liverpool City Council to provide shared reading sessions for 120 vulnerable young people through the training and management of a dedicated team of volunteers. Following completion of the pilot, they were aware of a 5-year contract, worth £1.25m, but needed to demonstrate the social impact of the project to date.

Pulse provided Impact Management support and change management. Key areas included initial review and set up to inform development of an impact readiness plan; development of Theory of Change and mapping the pilot's quantitative and qualitative data. An evaluation tool was developed with partners from University of Liverpool and the Open University. An evaluation System was developed with training packages for initial training of Team Leaders. Case Studies were written up to provide content for communication materials and we produced a Social Impact Report.

The support significantly increased their ability to quantify, report on and increase their impact, helping integrate impact reporting into its strategy and performance management which led to a successful tender.
